The re-powering of off-road construction equipment with new, CARB-certified diesel engines is a cost-effective strategy to reduce both toxic air contaminant particulate matter and ozone precursor emissions. The MSRC Clean Transportaion Funding Off-Road Heavy-Duty Vehicle Program offers incentives for off-road vehicle diesel engine replacement as an alternative to rebuilding the existing, high-emitting diesel engine.

The vehicle re-powers were performed by Valley Power Systems in the City of Industry, California. To reduce the number of vehicles out of service, the eight vehicles were re-powered serially. A contracted transportation company moved the first machine to Valley Power Systems facility; upon completion of the re-power, the same transport company moved the second machine to the Valley Power facility, and returned the first unit to a job site location where it was immediately put into service. This process continued until all eight vehicles were re-powered.
Herigstad Equipment Rental Company re-powered eight 1980-1982 Terex TS24B scrapers. The existing, non-regulated two-stroke diesel engines were removed and replaced with new, CARB-certified electronically-controlled diesel engines.
The eight Terex TS-24B scrapers are currently operating in revenue service. Some initial component failures were noted by Herigstad; the charge air coolers failed and radiators leaked. The electronic throttle pedal on at least one vehicle required replacement.
All eight vehicles have been successfully re-powered and are operating in revenue service.
