Neighborhood Electric Vehicles (NEVs) are designed for low-speed, local trips in neighborhoods and urban areas. The MSRC, in partnership with the California Energy Commission, conducted two demonstration projects within the South Coast AQMD to demontrate the utility of NEVs and their ability to displace conventional automobile use. The two demonstration sites within the South Coast AQMD included the City of Anaheim and City of Palm Springs. The Anaheim Transportation Network (ATN), based in Anaheim, served as one of the host sites. A total of ten (10) Global Electric Motors (GEM) NEVs were demonstrated in three low to moderate income apartment communities over a period of one year. The Palm Springs project sought to demontrate the potential of NEVs to substitute for gasoline vehicle trips in a local municipality. Palm Springs obtained a total of 21 GEM NEVs. The vehicles were used in various functions, including airport grounds maintenance, use by City Hall staff, poice/security patrols, etc. Although the NEV demontration project was research oriented, the project did result in quantifiable emission reductions. During the program, NEVs displaced 22,494 automobile miles.

The NEV demonstration Program was primarily a research project. However, the use of NEVs in lieu of motor vehicles did result in emission reductions. The project eliminated 22,494 conventional vehicle miles. It is difficult to quantify the emission reductions, however, as the data documenting the number of trips eliminated was not available.
The final report is very comprehensive and includes a description of the host sites, project implementation logistics, qualitative vehicle user data, quantitative data and analysis, and demonstration project conclusions. The report also includes a final administrative report prepared by each host site.
