Project Background

The City of Santa Monica, a US Department of Energy designated "Clean City", is transitioning its municipal fleet of approximately 300 vehicles to clean alternative fuels. As an element of this ongoing effort, the City has adopted an aggressive implementation plan to replace their entire heavy-duty diesel vehicle fleet with new Original Equipment Manufacturer (OEM) vehicles fueled with compressed natural gas (CNG). This project utilized MSRC Discretionary Funds to offset the incremental cost of 22 new heavy-duty vehicles. This included thirteen new refuse collection trucks, three street sweepers, four transfer trailer tractors, and two large dump trucks. All vehicles are equipped with dedicated CNG engines certified by the California Air Resources Board (CARB) at the optional low-NOx emissions standard. As of March 2002, the MSRC-funded program ans helped the City accomplish the following: - 100% of the City's refuse collection vehicles are CNG fueled. 13 out of 16 vehicles were purchased with the financial assistance of the MSRC; - 100% of the City's street sweepers are CNG fueled. Three of the City's seven sweepers were purchased using MSRC co-funding; - The daily displacement of approximately 700 gallons of diesel fuel with CNG resulting from the integration into the City fleet of the 22 CNG vehicles.

Project Implementation

The residents of the City of Santa Monica directly benefit from a reduction in diesel particulate matter emissions. Diesel exhaust particulate is classified by CARB as a toxic air contaminant. In addition, the entire South Coast region benefits from the reduction in smog-forming oxide of nitrogen emissions.

Project Results Description

As of March 2002, the 22 CNG heavy-duty vehicles have eliminated approximately 70,000 pounds (35 tons)of nitrogen oxide emissions.

Project Status Description

The Final Report includes an Abstract, Program Accomplishments, including conclusions and recommendations, as well as a description of the fleet vehicles, maintenance procedures, and refueling facilities. The report also includes emission reductions attributable to the project.
