The City of Orange supports regional air pollution reduction goals and intends to make every effort to comply with applicable AQMD fleet rules. To this end, it determined to purchase a CNG street sweeper for its fleet.

The objective of this project was to purchase an Elgin Crosswind Series J Street Sweeper equipped with a Cummins 5.9 liter, 195 hp CNG. The vehicle has a life expectancy of seven years and estimated annual mileage of 15,000 miles.
The City continues to support the regional effort to make the use of alternative fuel vehicles easier and more convenient for fleet operators.
The vehicle was placed into service in April 2004. During the first 14 months of service the vehicle accumulated approximately 4,100 miles. This mileage is less than anticipated due to fuel inaccessibility and inavailability issues. According to the Final Report, the CNG fueling station at the Southern California Gas Company which was selected as an alternate fueling site has had issues providing fuel. When this occurs, the sweeper must be taken to an ARCO station approximately 5 miles away. There are also issues with the distance the sweeper must travel from the corporate yard and the end of its route to the CNG fueling sites. Due to these issues the CNG sweeper is usually last to be put on a route.
