Project Background

Assembly Bill 2766 provides that a component of the Vehicle Registration fee be allocated by the AQMD to cities and counties to implement and monitor programs to reduce air pollution from vehicles. The Mobile Source Air Pollution Reduction Review Committee (MSRC), through a grant application process, administers 30% of AB 2766 funds. The remaining 70% of AB 2766 funds are distributed to cities on a population-based formula. These funds are to be used for clean air programs. The Mobile Source Air Pollution Reduction Review Committee (MSRC) announced clean air project funding opportunities exclusively to cities and counties within the South Coast Air Quality Management District (AQMD). The funds available are designed to encourage the construction of clean air fueling facilities, and the purchase of alternative fuel vehicles. Staff determined that funds in the amount of $50,000 were available to the City for this purpose. Staff proposed to City Council to use these funds towards the purchase of two heavy-duty CNG refuse trucks. The City of Claremont purchased two CNG Refuse trucks to meet fleet rule 1193. These heavy duty OEM vehicles have a CNG 8.3 L engine produced by Cummins.

Project Implementation

The City of Claremont purchased (2) CNG dedicated refuse trucks for use as service vehicles for City operations from Carmenita Truck Center Inc. The gross vehicle weight for the heavy-duty vehicles is in excess of 66,000 pounds. Both of the heavy-duty trucks have a Cummins CNG 8.3 L engines. These vehicles are housed at the Citys maintenance yard located on Monte Vista Avenue in the City of Claremont. The refueling of the natural gas vehicles is done over night at the Citys CNG station located at the corporate yard. On February 8, 2006, the City took delivery of the Citys compressed natural gas front loader refuse truck. On November 29, 2006, the City took delivery of the Citys compressed natural gas roll off refuse truck. An update was submitted to the City Council via the City Manager letting them know that the two trucks represent the Citys commitment to clean air vehicles. In addition, the City applied the MSRC logo on the new CNG pickup trucks and took photos. The trucks are now in operation, which concludes the requirements of the grant. Work on this grant is now completed.

Project Objectives

To purchase two heavy-duty CNG refuse trucks which will help to meet fleet rule 1193 to support the goals of clean air and a healthier environment.

Project Results Description

The purchases of two heavy-duty CNG refuse trucks certified at SULEV with an estimated 10,000 hours of annual operation per vehicle yields total annual emission reductions of: Oxides of Nitrogen (Nox) 117 pounds per year Particulate Matter (PM10) 7.2 pounds per year The purchase and operation of these vehicles is one more example of the Citys commitment to a clean environment. The reduction in emissions is one more step in providing a cleaner environment for the Claremont community. Each of the vehicles funded under this contract are obligated to accrue at least 85% of its annual mileage or engine hours of operation within the geographical boundaries of the South Coast Air Quality Management District for a period of no less than five (5) years from the date the vehicle enters service. This obligation shall survive the expiration of the contract and continue in full force and effect until the geographical restriction period set forth has been satisfied. Any AB2766 Discretionary Fund project for the purchase of new clean fuel vehicles shall be required to scrap older, polluting vehicles, which would be removed or retired from service.
